LACNIC has several anniversaries, there is no single date to remember. The best known of these is October 31, 2002 -- the date on which we were recognized by ICANN as a Regional Internet Registry. Nonetheless, perhaps the most important date, our most significant anniversary, is that of the signing of LACNIC's incorporation agreement on August 23, 1999. This happened in Santiago, Chile, the day before the first ICANN meeting to be held in Latin America began. On Sunday August 22, 1999, after more than two years of proposals and debates aimed at creating a regional Internet registry, a group of individuals from the most representative organizations of the regional Internet community of the time met at the offices of REUNA, the Chilean Academic Network, to conclude the discussion of the basic aspects regarding the creation of LACNIC. The following day, August 23, 1999, representatives of NIC Brazil, NIC Mexico, eCOM-LAC, ENRED, CABASE and AHCIET signed the agreement for its incorporation. This document was formally presented before ICANN during the meeting held on August 24 in Santiago, Chile, where the ICANN Board approved resolution 99.78 (http://www.icann.org/en/meetings/santiago/santiago-resolutions.htm), which was the first official reference to LACNIC in an ICANN document. "When, from the Latin American and Caribbean Network Forum, we summoned the organizations involved in the development of the Internet within the region with the aim of working jointly, what we sought was to have an organization that, in addition to administrating Internet addresses, would allow introducing and representing the region at international debates, simultaneously promoting the development of new technologies in the different socio-economic sectors and minimizing the digital divide", said Juli?n Dunayevich, who was the President of the interim LACNIC Board of Directors that was formed after the incorporation agreement. "During these 10 years LACNIC has become a leading actor in the development of the Internet and the Information Society in Latin America and the Caribbean. Our role has not been limited to the function of Internet address administration. It has been proved that the vision we had 10 years ago is completely valid", added Oscar Messano, LACNIC President since the year 2002, agreeing with the expressions of Mr Dunayevich. "This has been possible thanks to the work and cooperation of many people, as well as the permanent support of our members", added Mr Messano. A few weeks after this tenth anniversary, the number of LACNIC members exceeded 1000, a goal that in 1999 would have seemed utopian but today evidences the organization's level of development.
