[Lacigf] Comunicado de la ITU sobre WCIT-12

Carissimi,

Dos puntos:

- La membresía no gubernamental de UIT (unos 700 miembros) es 
basicamente constituida por empresas de telecomunicación -- esa es la 
visión "multistakeholder" de los dirigentes de UIT.

- "Consulta pública" de lejos no es lo mismo que participación. 
Entidades como UIT (y muchas de las entidades reguladoras de nuestros 
países) tratan de confundir la opinión pública con eso. Anatel por 
ejemplo hace una reunión semanal sobre WCIT "abierta a todos" en 
Brasilia. Quienes tienen condiciones de estar toda semana en Brasilia? 
Las telcos obviamente sí. Además, no hay formas remotas de 
participación, ni siquiera webcast.
