ayer una enmienda que impediría a la Comisión Federal de Comunicaciones (FCC)
implementar las medidas para proteger la neutralidad en la Red. La enmienda
forma parte de una ley propuesta por el partido republicano para reducir el
presupuesto federal de Estados Unidos.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">La enmienda fue aprobada por 244
votos frente a 181 y se centra en el presupuesto de todas las agencias
gubernamentales, entre las que está la FCC, para el resto del año 2011. Sin
embargo, la medida necesita superar aún el voto del Senado, donde el partido
demócrata tiene la mayoría.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">El concepto de </span><a href="http://www.elpais.com/articulo/tecnologia/neutralidad/red/elpeputec/20100805elpeputec_3/Tes" target="blank"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#134D86;">"neutralidad en la red"</span></a><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;"> supone que las compañías que
proporcionan el acceso a internet están obligadas a tratar a todas las fuentes
de información de forma igualitaria. El debate gira en torno a dos puntos. Por
un lado, si las compañías proveedoras del acceso pueden dar un trato
preferencial a aquellas empresas que paguen por una transmisión de datos más
rápida y, por otro, si pueden o no bloquear o ralentizar contenido.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">Mientras que el partido demócrata y
la Casa Blanca defienden que la FCC puede regular en materia de internet y que
el acceso debe ser neutro, el partido republicano quiere limitar la capacidad
de actuación de la FCC y favorecer el desarrollo de la Red con menos
regulación.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">Durante el debate de anoche, el
republicano Steve Scalise argumentó que las medidas en defensa de la
neutralidad en la red son un obstáculo para la innovación y creación de empleo.
Sin embargo, el partido republicano también persigue, con medidas como ésta,
limitar las competencias de la FCC.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">"Creemos que si la FCC se queda
sin autoridad sobre las comunicaciones en internet, estaremos abriendo las
puertas al abuso por parte de muchas compañías con grandes intereses
económicos", defiende Timothy Karr, director de campaña de la organización
Free Press, que defiende la neutralidad en la Red.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">El partido republicano también ha
propuesto una resolución en la Cámara de Representantes y en el Senado para
conseguir limitar el presupuesto de la FCC en materia de internet, en el caso
de que la enmienda de anoche no prospere. Se trata de una propuesta para
reducir el número de votos necesarios para rechazar la decisión de la Comisión.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">La Comisión Federal de Comunicaciones
votó el 21 de diciembre una resolución que prohibía a los proveedores de acceso
a internet "discriminar sin justificación" cualquier tipo de
contenido. Al mismo tiempo, creaba dos tipos de redes: una para acceso a través
de líneas fijas y otra para redes inalámbricas.<o></o></span></p><p class="MsoNormal"><span style="font-size:14.0pt;font-family:"Georgia","serif";color:#333333;">El voto en la Cámara de
Representantes tuvo lugar precisamente la misma noche que Obama cenaba en San
Francisco con los líderes de las empresas de internet. El presidente se citó

La RMCP es una institución cívica sin fines de lucro que agrupa a los científicos peruanos del Perú y el extranjero de todas las especialidades con la finalidad de trabajar por el desarrollo de la Ciencia y Tecnología del Perú. Una de las principales actividades de la Red es la organización de los Congresos Internacionales de Científicos Peruanos que se realizan todos los años en el Perú.<br>

El éxito de los Congresos Científicos de la RMCP han confirmado la voluntad y capacidad cívica de los científicos peruanos del Perú y el extranjero para hacer obra por el país, y han demostrado que solo la investigación científica de alta calidad con estándares internacionales podrá cambiar la triste realidad de la Ciencia y Tecnología del Perú.<br>

Los Congresos de la RMCP jamas fueron apoyados por los gobiernos de Alejandro Toledo y Alan Garcia, ni tampoco realizados con el dinero del estado que siempre fueron malgastados por las administraciones del CONCYTEC, IPEN y otros institutos burocráticos que no hicieron nada por la ciencia del Perú; solo se realizaron con el esfuerzo económico y voluntario de los científicos honestos del Perú y el extranjero.<br>
