<p dir="auto">I believe it’s important in this case to separate the issuance of the <strong>resource certificate</strong> from the creation of ROAs.</p>
<p dir="auto">I personally believe that the heaviest legal burden should rest on the issuance of resource certificates, not so much with the ROAs.</p>
