[LAC-TF] Survey ccTLDs in Latin American Region

Roque y Pablo.
Me parece muy interesante como quedo el documento, felicidades por este
esfuerzo.

Coincido que este' disponible en la pagina del grupo de trabajo (de
preferencia tambien la version en espan~ol y falta la de portugues).

Por ejemplo se podria cambiar la seccion denominada "Documento
Explicativo" a "Documentos" para incluir mas escritos, etc.
