The problem is that I still don't know what exact protocol you're talking
about.

I've seen a lot of troubles when configuring tunneling because people mix
different technologies at both ends, because documents use wrong
terminology, so I always try to use the correct one to avoid that.

Besides that, if their upstream don't have yet the service up and running,
is because "we", the customers, haven't asked for it, they need some push.
And many times, when you ask, and you help them, they manage to do it, even
if is an experimental manual setup for *that* customer (initially), or as
said, they get a direct tunnel to the next hop (in the upstream of the
upstream). Not an issue at all, just a matter of some extra emails to follow
the chain.
