[LAC-TF] IPv4 markets and legacy space (workshop en la IGF de Bali)

Andres, que bueno que estaras por Bali y que bien que Alejandro difunde el 
tema. Casualmente hace unos dias estuve revisando estos datos, para 
complementar una presentacion de ASO AC que preparaban Ricardo Patara y 
Jason Schiller (de Google).

El llamado espacio legado IPv4 incluye actualmente 92 bloques /8; de los 
cuales 57 estan bajo administracion de los diferentes RIRs:

ARIN - 44
LACNIC - 1
RIPE NCC -4
APNIC - 6
AFRINIC - 2

Los otros 35 /8 estan asignados a las siguientes organizaciones:

Bajo estas condiciones (hasta el momento) nuestra region no esta en riesgo. 
En otras regiones se puede generar mercado con estos bloques legados 
(fundamentalmente en la region de ARIN, que es donde se ubica la mayoria de 
los bloque legados no administrados por los RIRs) y tambien con las 
transferencias entre regiones (que segun las ultimas discusiones en el Foro 
de politicas, nuestra region no acepta este tipo de transferencias); pero en 
APNIC y ARIN si hay aceptacion al respecto.

Gracias por difundir esto, Alejandro.

Estaré participando en el panel y soy el único representante de la
región. Proveer una perspectiva regional de este asunto que es todavía
incipiente, es un desafío. Como saben, desde la comunidad de LACNIC no
hay una política definida ni una línea clara sobre que postura debemos
tomar en este asunto.

Su imput es bienvenido.
