[LAC-TF] Parches para radvd(8), rad(8), y slaacd(8)

Estimados,

He producido parches para los daemons radvd (Linux) y rad (OpenBSD) -- 
immplementaciones de IPv6 SLAAC router --, y para slaacd (OpenBSD) 
implementacion en userspace the IPv6 SLAAC host.
