Implementé la parte que faltaba del reciente RFC 8981 para slaacd(8) de 
OpenBSD.

Este parche permite aleatorizar el "Preferred Lifetime" de las 
direcciones temporarles (las "privacy addresses") -- y también (de paso) 
arregla un bug existente en slaacd(8),

Quien quiera probarlo, tiene que probarlo contra -current. Y si lo 
prueban y tienen feedback, mejor aun!

I've implemented the remaining bits of RFC 8981 for OpenBSD's slaacd(8). 
(other parts of RFC 8981 were already implemented).

Essentially, this patch implements randomized "Preferred Lifetime" 
values for temporary addresses.
