[lacnog] IANA AS Numbers Registry Update

Hello

That's maybe one of the main points of doubt, those folks who do 
bogon-AS filtering  have to keep this updated more frequently, but also 
it generates more entries on IANA records more frequently. Agree it 
should not be a big burden for IANA and for the RIRs, but more thinking 
of what means from other point of views like these mentioned.
The good point that helps a lot as mentioned is that IANA has 
pre-allocated a gap in between the RIRs which helps a bit with filtering 
thing.

If according to the URL Alejandro sent LACNIC is allocating around 
1500/ASN per year 1024 per each allocation seems not much in this 
context so it will generate 2 new entries on IANA records.
In the other hand though we are not sure what will be the rate from this 
year and the coming years due to the IPv4 exhaustion. This year seems to 
have had a significant reduction compared to 2020.

Looking at all other RIRs however the numbers seems more consistent and 
in the case of RIPE it has been keeping over 2000 in the last 5 years.
