Encuentro LACNIC-CARIBE, se realizó en Curazao, 21-22 de Julio/2008

Más de 70 participantes provenientes de más de 15 países de la región de 
América Latina y el Caribe se reunieron los 21 y 22 de Julio en Curazao 
(Antillas Neerlandesas) en el encuentro LACNIC-CARIBE. El encuentro fue 
seguido por el 4to Foro de Gobernanza de Internet en el Caribe 
organizado por la Unión de Telecomunicaciones del Caribe (CTU) y contó 
con el apoyo de la Oficina de Telecomunicaciones y Correo (Bureau of 
Telecommunication and Post) de Curazao.

En la ceremonia de apertura participaron el Director Ejecutivo de 
LACNIC, Señor Raúl Echeberría, la Secretaria General de la CTU, Señora 
Bernadette Lewis, y el Ministro de Transporte y Comunicación de las 
Antillas Neerlandesas, Señor Maurice Adriens.

Se prestó una atención particular a los objetivos siguientes para este 
encuentro: a) discutir de actividades, iniciativas y propuestas 
recientemente realizadas con los miembros y representantes del sector; 
b) construir y articular esfuerzos colaborativos para el desarrollo y la 
estabilidad de Internet en América Latina y el Caribe; y c) promover una 
mayor participación de los miembros del Caribe en áreas de trabajo 
prioritarias para LACNIC.

La importante asistencia en las dos sesiones técnicas, hicieron de este 
evento un encuentro exitoso, interesante y dinámico. El primer taller 
técnico sobre la adopción de IPv6 se realizó el lunes en la mañana y 
principio de la tarde con la participación de los expertos en TIC Jordi 
Palet (CEO Consulintel/ 6 deploy, España) e Yves Poppe (TATA 
communications, Canadá). Durante este taller, se hizo énfasis en la 
urgente adopción de IPv6 frente a la extinción de las direcciones IPv4 
anunciada para el 2010.

El Segundo taller técnico sobre Puntos de Intercambio de Internet (IXPs) 
fue desarrollado en la tarde del lunes con la participación de: Bill 
Woodcock (PCH, Estados Unidos), José Miguel Guzmán (Google, Estados 
Unidos), Bernadette Lewis (CTU, Trinidad y Tobago), Hugo Zanon 
(Terremark, NAP del proyecto del Caribe, República Dominicana), Eldert 
Louisa (/Open Caribbean Internet eXchange –OCIX/, San- Martin), Reynold 
Guerrier (Multilink, Haití) y Nico Scheper (/Caribbean Internet 
Exchange/ -/CAR-IX/, Curazao).

Este encuentro fue la ocasión para la comunidad de Internet del Caribe 
de ampliar su conocimiento sobre LACNIC, su institución y actividades 
como el desarrollo de políticas para la asignación de recursos de 
internet, la adjudicación de recursos IPv4 e IPv6, las iniciativas para 
fortalecer la región, los mecanismos de participación, los foros de 
discusión, etc. Asimismo, Oscar Robles del Directorio de LACNIC tuvo la 
oportunidad de dar una presentación de LACTLD, organización que agrupa a 
los administradores de los ccTLDs de América Latina y el Caribe

Durante la ceremonia de clausura, Raúl Echeberría agradeció el apoyo de 
los patrocinadores para este encuentro: UTS, Terremark, Google, ICANN y 
OCIX, así como la ayuda de los organizadores locales de la Oficina de 
Telecomunicaciones y Correo (Bureau of Telecommunication and Post) y la 
participación del Ministro Maurice Adriens. Echeberria se mostró 
optimista en lo que atañe al desarrollo de más amplios lazos 
colaborativos entre los países del Caribe y de Latinoamérica así como en 
lo que refiere a las próximas actividades de LACNIC en la región del 
Caribe.

La organización de este encuentro responde al propósito central de las 
políticas activas de LACNIC, las cuáles buscan promover la participación 
y la implicancia de la comunidad de Internet de la región en sus 
actividades.

Encontro LACNIC-CARIBE, foi realizado em Curaçao, 21-22 de julho de 2008

Mais de 70 participantes de mais de 15 países da região da América 
Latina e o Caribe reuniram-se nos dias 21 e 22 de julho em Curaçao 
(Antilhas Neerlandesas) no encontro LACNIC – CARIBE. O encontro foi 
seguido pelo 4º Fórum de Governança da Internet no Caribe organizado 
pela União de Telecomunicações do Caribe (CTU) e recebeu o apoio da 
Agência de Telecomunicações e Correio (Bureau of Telecommunication and 
Post) de Curaçao.

Na cerimônia de boas-vindas participaram o Diretor Executivo do LACNIC, 
Sr. Raúl Echeverría, a Secretária Geral da CTU, Sra. Bernadette Lewis e 
o Ministro dos Transportes e Comunicações das Antilhas Neerlandesas, o 
Sr. Maurice Adriens.

Para este encontro, foram salientados os seguintes objetivos: a) 
discutir as atividades, iniciativas e propostas recentemente realizadas 
com os membros e representantes do setor; b) propor e articular esforços 
colaborativos para o desenvolvimento e a estabilidade da Internet na 
América Latina e o Caribe; e c) promover uma maior participação dos 
membros do Caribe nas áreas de trabalho prioritárias para o LACNIC.

A importante concorrência às duas sessões técnicas, fizeram com que esse 
evento fosse um encontro bem-sucedido, interessante e dinâmico. A 
primeira oficina técnica sobre a adoção do IPv6 foi realizada na 
segunda-feira de manhã e começos da tarde com a participação dos 
especialistas em TICs Jordi Palet (CEO Consulintel/ 6 deploy, Espanha) e 
Yves Poppe (TATA communications, Canadá). Durante essa oficina, deram 
ênfase à urgente adoção do IPv6 perante à extinção dos endereços IPv4 
anunciada para 2010.

A segunda oficina técnica sobre Pontos de Intercâmbio da Internet (IXPs) 
foi desenvolvida na tarde da segunda-feira com a participação de: Bill 
Woodcock (PCH, Estados Unidos), José Miguel Guzmán (Google, Estados 
Unidos), Bernadette Lewis (CTU, Trinidad e Tobago), Hugo Zanon 
(Terremark, NAP do projeto do Caribe, República Dominicana), Eldert 
Louisa (Open Caribbean Internet eXchange –OCIX, San- Martin), Reynold 
Guerrier (Multilink, Haití) e Nico Scheper (Caribbean Internet Exchange 
-CAR-IX, Curaçao).

Nsse encontro a comunidade de Internet do Caribe teve a oportunidade de 
ampliar seu conhecimento sobre o LACNIC, sua instituição e atividades 
como o desenvolvimento de políticas para a atribuição de recursos da 
Internet, a adjudicação de recursos IPv4 e IPv6, as iniciativas para 
fortalecer a região, os mecanismos de participação, os fóruns de 
discussão, etc. Assim mesmo, Oscar Robles da Diretoria do LACNIC teve a 
oportunidade de apresentar o LACTD, organização que congrega os 
administradores dos ccTLDs da América Latina e o Caribe.

Durante o encerramento da cerimônia, Raúl Echeberría agradeceu o apoio 
dos patrocinadores para esse encontro: UTS, Terremark, Google, ICANN e 
OCIX, assim como a ajuda dos organizadores locais da Agência de 
Telecomunicações e Correio (/Bureau of Telecommunication and Post) /e a 
participação do Ministro Maurice Adriens. Echeberría mostrou-se otimista

A organização deste encontro responde ao propósito central das políticas 
ativas do LACNIC, as quais procuram promover a participação e a 
implicância da comunidade da Internet da região em suas atividades.

LACNIC meeting in the Caribbean was held in Curacao, July 21-22/2008.


More than 70 participants from more than 15 countries from the region of 
Latin America and the Caribbean gathered the 21 and 22 of July in 
Curacao (Netherland Antilles) at the LACNIC-CARRIBEAN event. The event 
was held back to back with the 4^th Caribbean Internet Governance Forum 
hosted by the Caribbean Telecommunications Union (CTU) and counted with 
the support of the Bureau of Telecommunication and Post from Curacao.

During the opening ceremony there where present the Executive Director 
of LACNIC Mr. Raul Echeberria, the CTU General Secretary Ms. Bernadette 
Lewis and the Minister of Traffic and Communication of the Netherland 
Antilles, Mr. Maurice Adriens.

Among the objectives of this meeting, the following were highlighted: a) 
to discuss recently completed activities, initiatives and proposals with 
members and sector representatives; b) to construct and articulate 
collaborative efforts for Internet development and stability in Latin 
America and the Caribbean; and c) to foster a greater participation of 
the Caribbean members in LACNIC priority work areas.

The high assistance and diverse participation in its two technical 
sessions made it a very successful, interesting and dynamic meeting. The 
first technical workshop on IPV6 adoption was held on Monday morning and 
beginning of the afternoon with Mr. Jordi Palet (CEO Consulintel/ 6 
deploy, Spain) and Yves Poppe (TATA communications, Canada) as the ICT 
experts. During this workshop, IPv6 as a matter of urgency was 
emphasized, as the IPv4 addresses are expected to run out in 2010.

The second technical workshop on Internet Exchange Points (IXPs) was 
held later in the afternoon with the participation of: Mr. Bill Woodcock 
(PCH, USA), Mr. Jose Miguel Guzman (Google, USA), Ms. Bernadette Lewis 
(CTU, Trinidad and Tobago), Mr. Hugo Zanon (Terremark, NAP of the 
Caribbean Project, Dominican Republic ), Mr. Eldert Louisa (Open 
Caribbean Internet eXchange –OCIX, St. Marteen), Mr. Reynold Guerrier 
(Multilink, Haiti) and Mr. Nico Scheper (Caribbean Internet Exchange 
-CAR-IX, Curacao).

This meeting gave the Caribbean Internet community an opportunity to 
learn a lot more about LACNIC, its institution and activities such as 
the development of policies for the assignment of internet resources, 
the IPv4 and IPv6 resources allocation, initiatives to strengthen the 
region, participation mechanisms, discussion forums, etc. In addition to 
the above, Mr. Oscar Robles, LACNIC Board of Directors, made a 
presentation of LACTLD, Latin American and Caribbean ccTLDs organization.

During the closing remarks, Mr. Raul Echeberria was thankful for the 
support of all the sponsors for this meeting: UTS, Terremark, Google, 
ICANN and OCIX, as well as for the local assistance of the Bureau of 
Telecommunication and Post and the participation of the Minister Maurice 
Adriens. Mr. Echeberria was hopeful regarding the greater collaborative 
actions between the Caribbean and the Latin American countries as well 
as regarding the next LACNIC activities to be held in the Caribbean region.

The organization of this meeting followed the main purpose of the active 
policies of LACNIC which are to foster the participation and the 
involvement of the Internet community of the region in its activities.
