LACNIC-CARIBE 2, Puerto España, Trinidad y Tobago 16-17 de Julio/2009.

Más de 70 participantes provenientes de 17 países de la región de 
América Latina y el Caribe se reunieron los días 16 y 17 de Julio en 
Puerto España, Trinidad y Tobago en el encuentro LACNIC CARIBE 2. El 
evento fue precedido por la vigésimo quinta conferencia anual de la 
Asociación del Caribe de organizaciones de telecomunicación nacionales 
(CANTO) y contó con el apoyo de TSTT (Blink Broadband) y ICANN.

En la ceremonia de apertura participaron la Sra. Regenie Fraser, 
Secretaria General de CANTO, la Sra. Bernadette Lewis, Secretaria 
General de la CTU, el Sr. Stephen Abhiraj, Subdirector Nacional de TI en 
el Ministerio de Administración Pública e Información de Trinidad y 
Tobago y el Sr. Ricardo Patara, Gerente del Servicio de Registro de LACNIC.

Este encuentro abierto se enfocó principalmente en impulsar una mayor 
participación del Caribe en las áreas de trabajo prioritarias para 
LACNIC y en analizar temas relacionados con cuestiones de seguridad y 
políticas en la región.

Durante el primer día el programa incluyó la realización de 2 talleres 
técnicos, uno de ellos sobre adopción de IPv6, presentaciones sobre 
experiencias de implementación de IPv6 en el Caribe, IPv6 en la última 
milla, agotamiento de IPv4 y transición a IPv6, entre otros. El segundo 
taller técnico se enfocó al tema de puntos de intercambio de tráfico 
(IXPs), y se habló de la importancia de la implementación de un IXP en 
el Caribe.

El segundo día se realizaron presentaciones institucionales sobre LACNIC 
y sus principales actividades que abarcaron temas como el desarrollo de 
políticas para la asignación de recursos Internet, cómo solicitar 
recursos (IPv4, IPV6), proyectos de fortalecimiento regional, mecanismos 
de participación, foros de discusión, entre otros. Se hizo especial 
énfasis en los proyectos de Seguridad (seguridad y respuesta a 
incidentes) y de Certificación de recursos en los que LACNIC se 
encuentra trabajando en estos momentos.

El evento cerró con un reporte sobre la participación caribeña en LACNIC 
XII presentado por representantes del Caribe que participaron en mayo 
pasado en el evento anual de LACNIC en Panamá.

Este encuentro fue la ocasión para la comunidad de Internet del Caribe 
de ampliar su conocimiento sobre LACNIC, su institución y actividades 
como el desarrollo de políticas para la asignación de recursos de 
internet, la adjudicación de recursos IPv4 e IPv6, las iniciativas para 
fortalecer la región, los mecanismos de participación, los foros de 
discusión, etc.

Durante la ceremonia de clausura Ricardo Patara agradeció el apoyo de 
los patrocinadores para este encuentro: TSTT y ICANN así como el apoyo 
de los organizadores locales de CANTO.
El encuentro contó con traducción simultánea en 2 idiomas (inglés y 
español) y fue trasmitido por webcasting, lo que permitió una 
participación aún más amplia sobre todo para aquellas personas que no 
pudieron estar presentes en la reunión.

La organización de este encuentro responde al propósito central de las 
políticas activas de LACNIC que buscan promover la participación y la 
implicancia de la comunidad de Internet de la región en sus actividades.

LACNIC CARIBBEAN 2, Port of Spain, Trinidad and Tobago, JULY 16-17, 2009.

More than 70 participants from 17 countries from the region of Latin 
America and the Caribbean gathered the 16 and 17 of July in Port of 
Spain, Trinidad and Tobago, at the LACNIC CARRIBEAN 2 event. The event 
was held back-to-back with the Caribbean Association of National 
Telecommunication Organizations (CANTO) 25th Annual Conference and Trade 
Exhibition and counted with the support of TSTT (Blink Broadband) and ICANN.

During the opening ceremony there where present Ms Regenie Fraser, 
Secretary General of CANTO, Ms Bernadette Lewis, Secretary General of 
the CTU, Mr Stephen Abhiraj, Deputy National Chief Information Officer 
in the National ICT Centre, and Mr Ricardo Patara Registration Services 
Manager of LACNIC.

The main purpose of this regional meeting was to foster a greater 
participation of the Caribbean members in LACNIC priority work areas and 
to analyze topics related to security and policy issues in the region.

During the first day, the agenda included two technical workshops; the 
first one was focused on IPV6 adoption, followed by presentations about 
implementation experiences of IPv6 in the Caribbean, IPv6 in the last 
mile, IPv4 depletion and transition to IPv6. The second technical 
workshop focused on Internet Exchange Points (IXPs), and the Importance 
of an IXP in the Caribbean was also discussed.

The second day of the meeting LACNIC gave institutional presentations 
about its main activities such as the development of policies for the 
assignment of internet resources, the IPv4 and IPv6 resources 
allocation, initiatives to strengthen the region, participation 
mechanisms, discussion forums, among others. An emphasis was made on 
LACNIC´s Security Project (Security and incident response) and 
Certification Project (RPKI), projects in which LACNIC is currently 
working.

The meeting concluded with a report about the Caribbean participation in 
LACNIC XII which was presented by representatives from the Caribbean who 
attended LACNIC´s annual meeting last May in Panama.

This meeting gave the Caribbean Internet community an opportunity to 
learn a lot more about LACNIC, its institution and activities such as 
the development of policies for the assignment of Internet resources, 
the IPv4 and IPv6 resources allocation, initiatives to strengthen the 
region, participation mechanisms, discussion forums, etc.

During the closing remarks, Mr. Ricardo Patara was thankful for the 
support of the sponsors of this meeting: TSTT and ICANN, as well as for 
the local assistance of the local organizers from CANTO.
The meeting counted with simultaneous translation in 2 languages 
(English and Spanish) and was retransmitted live via webcasting. This 
allowed a greater participation, especially for those who could not 
attend the meeting in person.

The organization of this meeting followed the main purpose of the active 
policies of LACNIC which are to foster the participation and the 
involvement of the Internet community of the region in its activities.
