LACNIC XV was held in Cancun, Mexico on May 15th -20th, 2011. Hosted by 
NIC.mx, 297 people from 32 different countries from both inside and 
outside the LACNIC region attended the event.

Representatives from different sectors, including governments, academia, 
ISPs, ccTLDs and NAPs operators, content providers, international 
carriers, staff from the Regional Internet Registries, ICANN and 
representatives of the civil society participated.

Simultaneous interpretation in three languages (Spanish, English and 
Portuguese) was provided for all plenary sessions, which were also 
broadcast via webcast. There was a great amount of people participating 
remotely through channels facilitated for this purpose.

Hereafter, a summary of the most important activities held at the event:

TUTORIALS – The following tutorials were dictated between Sunday 15th 
and Monday 16th of May:

- Introduction to IPv6 and transition mechanisms
- Resource Certification, RPKI
- The IPv6 Protocol, Routing Practices, IPv6 security
- Resources Administration at LACNIC
- Operation and Troubleshooting DNS and DNSSEC
- Computer Security Incident Response Teams (CSIRTs)

- SESSION FOR FIRST TIME ATTENDEES AND FELLOWS -
Over 100 people attended this informative session dedicated to the 
first-timers of a LACNIC event and to the beneficiaries of our 
scholarship program. During this session, an introduction to LACNIC, to 
its annual meeting and to LACNIC's scholarship program was made.

- LAC GOVERNMENT MEETING -
At LACNIC XV, the 4th meeting of the Latin American and Caribbean 
Governments Working Group was held. Representatives from 10 regional 
governments participated, both in person and remotely.

Reports were made about LACNIC's activities, which dealt with subjects 
such as the stock of IPv4 address space available at LACNIC's region and 
forecasts for future use, IPv6 adoption and actions for its deployment 
in the region and a presentation about LACNIC's Resource Certification. 
The NRO's position regarding IANA's functions and ICANN's contract with 
the US government was also presented.

Likewise, the IGF preparatory regional meeting was announced to be held 
in Trinidad, in August, 2011.

- LATIN AMERICAN IPV6 FORUM, FLIP 6 -
An annual report of the Latin America and Caribbean IPv6 Task Force was 
made by Mariela Rocha, the forum moderator.

Important personalities from the region and the world made presentations 
and/or were part of the panels that discussed the experience regarding 
the deployment of IPv6 in the region and the world.

Likewise, a global vision was presented regarding government actions 
with the purpose of accomplishing IPv6 deployment.

The new moderator of LAC IPv6 TF and FLIP 6 for the following two years, 
voted through electronic election, was made public. Alejandro Acosta 
from Venezuela was elected by the majority of the votes.

- GENERAL SESSION -
A general session with both LACNIC's and LACTLD's participation was 
held, were an introduction was made on both organizations, followed by a 
presentation of Mexico's Telmex's IPv6 deployment experience.

As every year, LACTLD also held its' associates meeting and a policy 
workshop at LACNIC's annual meeting.

- LACSEC - 6TH NETWORK SECURITY EVENT FOR LATIN AMERICA AND THE CARIBBEAN -
The event's agenda included presentations from numerous security experts 
of the region and the world. Discussions were held regarding different 
aspects of information security that answered the subject's global 
interest and concern on this matter. Every presentation of this Forum is

In addition to this Forum, an informal meeting was held with the 
participation of several members of the LACSEC community. They discussed 
the use of different tools and made security demonstrations.

- REGIONAL INTERCONNECTION FORUM, NAPLA 2011 -
Milton Kaoru Kashiwakura, Forum moderator, conducted the Forum's opening 
and a presentation regarding its purposes.

panel of experiences and regional IXPs' news were presented. The

- PUBLIC POLICY FORUM -
The following proposals reached consensus during the Public Forum at 
LACNIC XV, and they remain in the 45 day period call for last comments:

- LAC-2011-01 - Elimination of technical restrictions on IPv6 prefix 
de-aggregation.

- LAC-2011-02 – Modification of Section 2.3.3 - Initial IPv4 Address 
Allocation and Assignment.

-LAC-2011-05 Global Policy for post exhaustion IPv4 allocation 
mechanisms by the IANA

Consensus was not reached on the following policies, so they were 
returned to the Forum for further discussion.

- LAC-2011-03 Modification of Section 2.3.4 - Policies for the 
Distribution of Additional IPv4 Address Space.

- LAC-2011-04 Adding subsection 11.2 to the Policy Manual under the IPv4 
Address Space Exhaustion section.

- LAC-2011-06 Allocations / assignments from the final /8 space.

- LAC-2011-07 Modification of Policy 2.3 IPv4 Address Allocation and 
Assignment Policies.

The election of LACNIC´s Policy Forum co-Chair was made. Nicolás 
Antoniello was elected co-Chair of the Public Forum, renewing his period 
for two more years starting at the end of the Forum in Cancun.

Election of LACNIC´s representative to the NRO Number Council (ASO AC) 
was made: three candidates were presented, among whom Alejandro Guzman 
Giraldo was chosen to occupy the position starting January 1st, 2012 
until December 31st, 2014.

- LACNIC´S RESOURCE CERTIFICATION SYSTEM (RPKI) –
During this meeting, a presentation of LACNIC's RPKI was made by staff 
members, followed by a panel of experiences with RPKI in other regions 
by different participants, such as system manufacturers and service 
providers.

In addition, a BGPSEC test was made (the next step to global routing 
infrastructure protection)

- LACNIC ANNUAL MEMBER ASSEMBLY –
During the assembly, the annual report, balance sheets and external 
auditor's reports as at December 2010 were approved by unanimous vote.

New members were chosen for the Fiscal Commission and the Electoral 
Commission. Gabriel Adonaylo was elected for the Fiscal Commission and 
Guillermo Cicileo and Alejandro Acosta for the Electoral Commission.

The clarification and correction of the social fee was also approved 
unanimously.
