No lo saques de contexto porque entonces pierde el sentido.
Se trata de que nos demos cuenta que esto es algo deslocalizado, Internet es universal.
Las contribuciones que hagamos cualquier de nosotros, de cualquier país, de cualquier región, tanto al IETF como a los PDPs de los RIRs, al final son contribuciones globales.
