    A bit slow down here (Montevideo) but not much (only 10 hops, which is
quite good) and around around 150-200 ms.

    Not sure how it was before, but I presume there was no change as the
longest delay is when we leave our ISP network (which for the ptr I guess is
an IXP).

Both ping and mtr indicate an average of about 163 ms -- 10 Mbit/s broadband
connection from Net Serviços (cable).

In Brazil this change was indeed noticed by smaller network operators. Most
provided either 8.8.* as DNS to their customers or used as forwarders in
their own DNS resolvers, as 8.8.* was usually good, but that changed at
exactly the time shown in your analysis.

Before this change, most of the time 8.8* was answered from Sao Paulo.

A todo esto... la Play4 , y las ya viejas Play3, Xbox360 y Wii tienen soporte
de IPv6? aunque sea reducido... Alguien sabe?

Las viejas seguro que no. El Wii tampoco (lo he snifeado a ver si intenta
algo, pero no). Sin embargo, IMO, la Play4 va a ir por el mismo camino que la
XB1.
