[lacnog] Google DNS from South America

Cuando vimos esto (el año pasado), pensamos que estaba relacionado con la
decisión/anuncio de Brasil de tener todos los servicios locales.
Ahora podemos descartarlo. Evidentemente, este cambio de google ha sido por
razones operativas y nada tuvo que ver la política.
Que bueno que se haya normalizado.
