[lacnog] Hardware donation

FYI, for anyone interested in the hardware located in Miami (continental
US), I was told that priority is being given to Latin America despite the
email saying that in-country recipients are preferred, even though the
intent (which was mentioned) was to use them in LA (also continental US).
