Me parece que son temas diferentes.
Este es un esfuerzo del gobierno Dominicano de 
asegurar mayor infraestructura de comunicaciones 
a su país y tener un rol más relevante en el Caribe.
Seguramente hay alguien en la lista que conozca 
bien el proyecto y pueda agregar algo de 
información, pero me parece que es un NAP, estilo 
NAP de las Américas, o sea, un lugar físico a 
donde todos los operadores que lo deseen puedan 
llegar y luego hacer sus acuerdos de peering privados.
