[LACNIC/Napla] Fwd: [icacaribbean] Dominican Government spurs the Network Access Point

Yo no soy muy amigo de las regulaciones por 
temas, menos aun de la regulacion sin un proceso 
de politicas, pero si quiero dejar claro que para 
un desarrollo desde el gobierno, no es 
simplemente una accion de gobierno, sino que va 
acompañada de ciertos "minimos", que son 
denominados regulacion (no necesariamente una ley 
o un decreto), pero si es importante indicar que 
aun considerando que no es necesaria una norma, 
la misma aparecera o se utilizara alguna, porque 
de algun lado se engancha "este proyecto", mas 
cuando es financiado "gubernamentalmente".
