En coordinacion con el Moderador del Foro Publico, Christian O'Flaherty, les
anexo la siguiente propuesta de politica global para discutirse en el Foro
Publico en Lima Peru el proximo Jueves 30 de junio.

La Politica Global de Asignaciones de Espacio IPv6 del IANA a los RIR, rige
las condiciones y criterios bajo los cuales el IANA realizara las
distrubucion del espacio IPv6 a los 5 Registros Regionales de Internet
Existentes.

Esta politica para poder ser aplicada debe ser presentada, discutida y
aprobada en los Foros Publicos de los 5 RIR por lo que tomaria el turno de
LACNIC durante su reunion en LIMA

Policy statement

This document describes the policy governing the allocation of IPv6 address
space from the IANA to the Regional Internet Registries (RIRs). This
document does not stipulate performance requirements in the provision of
services by IANA to an RIR in accordance with this policy. Such requirements
will be specified by appropriate agreements between ICANN and the NRO. 

1. Allocation Principles

The unit of IPv6 allocation (and therefore the minimum IPv6 allocation) from
IANA to an RIR is a /12 

The IANA will allocate sufficient IPv6 address space to the RIRs to support
their registration needs for at least an 18 month period. 

The IANA will allow for the RIRs to apply their own respective chosen
allocation and reservation strategies in order to ensure the efficiency and
efficacy of their work. 

2. Initial Allocations

On inception of this policy, each current RIR with less than a /12
unallocated address space, shall receive an IPv6 allocation from IANA 

Any new RIR shall, on recognition by ICANN receive an IPv6 allocation from
the IANA 

3. Additional Allocations

A RIR is eligible to receive additional IPv6 address space from the IANA
when either of the following conditions are met.

The RIR's AVAILABLE SPACE of IPv6 addresses is less than 50% of a /12. 

The RIR's AVAILABLE SPACE of IPv6 addresses is less than its established
NECESSARY SPACE for the following 9 months. 

In either case, IANA shall make a single IPv6 allocation, sufficient to
satisfy the established NECESSARY SPACE of the RIR for an 18 month period. 

3.1 Calculation of AVAILABLE SPACE 

The AVAILABLE SPACE of IPv6 addresses of a RIR shall be determined as
follows: 

AVAILABLE SPACE = CURRENTLY FREE ADDRESSES + RESERVATIONS EXPIRING DURING
THE FOLLOWING 3 MONTHS - FRAGMENTED SPACE 

FRAGMENTED SPACE is determined as the total amount of available blocks
smaller than the RIR's minimum allocation size within the RIR's currently
available stock. 

3.2 Calculation of NECESSARY SPACE 

If the applying Regional Internet Registry does not establish any special
needs for the period concerned, NECESSARY SPACE shall be determined as
follows: 

NECESSARY SPACE = AVERAGE NUMBER OF ADDRESSES ALLOCATED MONTHLY DURING THE
PAST 6 MONTHS * LENGTH OF PERIOD IN MONTHS 

If the applying RIR anticipates that due to certain special needs the rate
of allocation for the period concerned will be different from the previous 6
months, it may determine its NECESSARY SPACE as follows: 

Calculate NECESSARY SPACE as its total needs for that period according to
its projection and based on the special facts that justify these needs. 

Submit a clear and detailed justification of the above mentioned projection
(Item A). 

If the justification is based on the allocation tendency prepared by the
Regional Internet Registry, data explaining said tendency must be enclosed. 

If the justification is based on the application of one or more of the
Regional Internet Registry's new allocation policies, an impact analysis of
the new policy/policies must be enclosed. 

If the justification is based on external factors such as new
infrastructure, new services within the region, technological advances or
legal issues, the corresponding analysis must be enclosed together with
references to information sources that will allow verification of the data.

If IANA does not have elements that clearly question the Regional Internet
Registry's projection, the special needs projected for the following 18
months, indicated in Item A above, shall be considered valid. 

4. Announcement of IANA Allocations 

The IANA, the NRO, and the RIRs will make announcements and update their
respective web sites regarding an allocation made by the IANA to an RIR.
ICANN and the NRO will establish administrative procedures to manage this
process.

Este documento describe la política que rige las asignaciones de espacio de
direcciones IPv6 del IANA a los Registros Regionales de Internet (RIR). Este
documento no estipula los requerimientos de desempeño en la provisión de
servicios del IANA a un RIR  de acuerdo con esta política. Tales
requerimientos serán especificados por un acuerdo apropiado entre el ICANN y
el NRO.

1. Principios de Asignación

La unidad de asignación IPv6, (por consiguiente la asignación mínima de
IPv6) del IANA a un RIR es un /12

El IANA asignará espacio IPv6 suficiente a los RIR para soportar sus
necesidades de registro por al menos un periodo de 18 meses.

El IANA permitirá a los RIR aplicar sus propias estrategias de asignación y
reserva con el fin de asegurar la eficiencia y eficacia de sus trabajos

2. Asignaciones Iniciales.

En el inicio de esta política cada RIR existente con menos de un /12 de
espacio de direcciones sin asignar, recibirá una asignación de IPv6 del
IANA.

Cualquier nuevo RIR, al ser reconocido por ICANN , recibirá una asignación
IPv6 del IANA.

3. Asignaciones Adicionales.

Un RIR es elegible a recibir espacio de direcciones IPv6 adicional del IANA
cuando unas de las siguientes condiciones se cumplan.

- El ESPACIO DISPONIBLE de direcciones IPv6 del RIR es menos del 50% de un
/12.
- El ESPACIO DISPONIBLE de direcciones IPv6 es menos que su ESPACIO
NECESARIO establecido por los siguientes 9 meses.

En cada caso el IANA hará una única asignación de IPv6, suficiente para
satisfacer el ESPACIO NECESARIO establecido para el RIR para un periodo de
18 meses.

3.1 Cálculo de ESPACIO DISPONIBLE

El ESPACIO DISPONIBLE de direcciones IPv6 de un RIR será determinado como
sigue:

ESPACIO DISPONIBLE = DIRECCIONES LIBRES + RESERVACIONES HA EXPIRAR DURANTE
LOS SIGUIENTES 3 MESES – ESPACIO FRAGMENTADO

El ESPACIO FRAGMENTADO es determinado como la cantidad total de bloques
disponibles más pequeños que el tamaño mínimo de asignación del RIR dentro
de su espacio disponible total en existencia del RIR.

3.2 Cálculo del ESPACIO NECESARIO

Si el RIR solicitante no establece una necesidad especial para el periodo en
cuestión, el ESPACIO NECESARIO será determinado como sigue:

ESPACIO NECESARIO = PROMEDIO DE DIRECCIONES ASIGNADOS MENSUALMENTE DURANTE
LOS ULTIMOS 6 MESES * LONGITUD DEL PERIODO EN MESES

Si el RIR solicitante anticipa que debido a ciertas necesidades especiales
la proporción de la asignación para el periodo en cuestión será diferente de
los 6 meses anteriores, puede entonces determinar su ESPACIO NECESARIO como
sigue:
 
Calcular el ESPACIO NECESARIO como sus necesidades totales para ese periodo
de acuerdo a su proyección y basado en hechos especiales que justifiquen
esas necesidades.

Entregar una justificación detallada y clara de la proyección mencionado
anteriormente.

Si la justificación es basada en la tendencia de asignaciones preparado por
el RIR, debe incluirse los datos que expliquen dicha tendencia.

Si la justificación es basada en la aplicación de una o más nuevas políticas
de asignación del RIR, debe incluirse un análisis de impacto de tales nuevas
políticas.

Si la justificación es basada en factores externos tales como nueva
infraestructura, nuevos servicios dentro la región, avances tecnológicos o
aspectos legales, debe incluirse el análisis correspondiente junto con
referencias a fuentes de información que permitan verificar los datos.

4. Anuncios de las Asignaciones del IANA

El IANA, el NRO, y los RIR harán anuncios y actualizarán sus respectivos
websites en relación a la asignación hecho por el IANA a un RIR. El ICANN y
el NRO establecerán procedimientos administrativos para manejar este
proceso.
