[LACNIC/Politicas] Next proposal to discuss: LAC-2007-01 Modifications to the IPv6 Prefix Initial Allocation Policy

The recommendation (Is it a recommendation? The text says "designations
are to be made") included in 4.5.3.1 regarding RFC 3177 would fit in
this rationale? Or as a rule about the size of designations, it can't be
considered a technical practice?
