The Internet Address Registry for Latin America and the Caribbean
(LACNIC) values the discussion on the Marco Civil draft, a bill of
rights for Internet users to protect the freedoms of citizens.
The initiative, under discussion in Brazil's Congress, aims to establish
users’ rights and responsibilities, based on principles such as the
respect for human rights, the defense of net neutrality and the
multi-stakeholder governance model involving all sectors of society,
among others.
LACNIC shares the concepts endorsed by the promoters of the initiative
and urges other regional actors to take this initiative as an example to
work in the same direction in their countries.
LACNIC also highlights the highly participatory process to create the
document, compiled through public consultations and allowing several
changes to the original text, before its admission to the Brazilian
Congress.
