Disculpen que no este siguiendo todo el threat.
Solo como consulta, actualmente se esta batallando por algún lugar sede?

De ser así, creo que puedo buscar la opción de que sea Tampico Tamaulipas en Mexico y como organizador a Cotacyt (dependencia del Conacyt pero para el estado de Tamaulipas).

    Entiendo lo que dices, pero te puedo asegurar que en Europa (y creo que es lo mismo en AP y NA), tampoco hay involucración, ni competencias de escuelas para aspectos como IETF o políticas de RIRs.
    
    Para mi, personalmente, no es una cuestión de desarrollo profesional, sino de *querer* contribuir, *ponerse* a hacerlo y *mantenerse* haciéndolo. Me requiere mucho tiempo, que me lo quito a nivel de ocio y de actividades personales y de horas de sueño.
    
    Es decidir ir a una discoteca cada fin de semana (por poner un ejemplo) o hacerlo solo una vez al año. Por eso sigo pensando que "querer es poder y poder es querer".
    
    En el caso de empleados de grandes empresas (y creo que solo en ese caso), es diferente. Les pagan para que en su tiempo tengan esa dedicación.
    
    Los requisitos logísticos, por tanto, no pueden cambiar, no se pueden "ajustar". Para ello tendríamos que "partir" las reuniones en otras mas pequeñas, y entonces aquellos que participan en numerosos grupos de trabajo no podrían participar en todas ellas. Creo que esto es fácil de entender.
    
    Por eso se intentan hacer en los grupos de trabajo con mas actividad, "virtual interim meetings".
    
    Hay que tener en cuenta que, en el IETF, no es imprescindible (ayuda, obviamente), ir a los eventos físicos. Conozco muchos autores, incluso algún co-chair, que no ha ido a ninguna o a muy pocas. Pero esta muy activo. Insisto, "querer es poder". La participación remota es el 80% (aproximadamente y contando solo tiempo invertido respecto de los eventos). A mi no me sobra el tiempo, ni mucho menos, y contribuyo (y creo que muchisimo), en los 5 RIRs y en el IETF.
    
    Como referencia, en los RIRs he contribuido con unas 75 propuestas de políticas, de las cuales calculo que el 99% ha alcanzado consenso, alguna que otra la he retirado yo mismo (a veces he presentado 2 "compitiendo" para que la comunidad pudiera decidir mas facilmente). En el IETF es mucho mas complejo, seguramente he trabajado en muchos mas documentos que en los RIRs, a veces no como author, sino contribuyendo no solo con discusiones, sino incluso con texto. Quizas haya sido 2-3 veces lo que en los RIRs, pero nunca lo conté, y no se si sería factible medirlo. Insisto que no son RFCs en los que eres autor, sino aquellos que has seguido la discusión y aportado tu granito.

        Yo discrepo de este punto. Creo que las barreras no son auto-creadas
        sino que, al contrario, responden a condiciones estructurales a partir
        de las cuales es posible, o no, participar del desarrollo de protocolos
        o de políticas en los RIR (puntos muy específicos en el desarrollo de
        internet). Creo que así como muy pocas ciudades y hoteles cumplen con
        los requerimientos técnicos para la realización de reuniones de la IETF,
        muy pocas escuelas en Latam y Africa cumplen con las competencias
        necesarias para crear y sostener líneas de investigación que, a su vez,
        se presenten como una alternativa de desarrollo profesional y laboral
        para los y las estudiantes. A eso me refiero con la dura competencia que
        supone para las personas. Y creo que esta es una problemática que va
        mucho más allá de querer hacerlo.
        
        Es por eso que en mi anterior correo planteaba esta pregunta, ¿se
        ajustan los requerimientos técnicos para la realización de reuniones de
        la IETF a sus objetivos de promover una mayor y más diversa
        participación? Y creo que esta pregunta está más dirigida a la manera
        como se asume la participación remota que al acceso a la red completa
        del lugar donde se realicen las reuniones.
        
        Quiero decir, si como se ha señalado aquí no es posible para la IETF
        reducir considerablemente los costos de realización del evento, ¿es
        posible fortalecer la participación remota? ¿Cuál es el peso que tiene
        la participación remota en las discusiones de la IETF? ¿Y cómo se puede
        promover mayor y más diversa participación en los espacios de discusión
        remota (listas y transmisiones)?
