[lacnog] Update on LACNIC's IRR: Near-Real-Time Mirroring Now Available

Carlos,

LGPD in Brazil, other privacy regulations in other countries, acceptable
terms of use as well, considering it makes available contact information in
bulk (different from answering queries about a network).
