[lacnog] IANA AS Numbers Registry Update

Hi Fernando,

Take in account that IANA policy has two criteria too allocate ASNs numbers
to RIRs.. so depending on the RIR case they can receive more than 1024
ASNs. For more info you can read the two criteria in the following link
