[LACNIC/Napla] Desafíos para nuevos IXPs / Challenges for new IXPs

Dear Friends,

I have been asked to give a talk this afternoon and one of the issues  
that they want me to address is which are the main challenges when  
setting a new NAP/IXP in our region. So I though that the best for me  
was to get your views on this issue.

My personal opinion would be:
	- Getting the critical mass on board.
	- Finding a neutral appropriated location.

Tengo que dar una presentación esta tarde y un tema que me han pedido  
que hable es sobre las difucultades que enfrentan nuevos IXPs en la  
región. Quería entonces preguntarles por vuestras opiniones en este  
tema.

Algunas cosas que yo pense son:
	- Tener la masa suficiente de gente a bordo.
	- Encontrar un lugar neutral adecuado.
