Estimados,

Les pasamos una propuesta de política global para la distribución del  
espacio restante de direcciones IPv4 desde la IANA a los RIR.

La idea es que cada RIR obtiene una reserva de 5 bloques /8 que se le  
asignan una vez agotados el resto de los bloques a asignar.

Con esta política se previene que cualquier región acumule  
direcciones hacia el final del proceso y se da la posibilidad de que  
cada región apruebe políticas para la distribución de sus ultimos  
bloques.

Política Global para la distribución del espacio IPv4 restante en el  
sistema de los Registros Regionales (Propuesta)


Esta políca marca el proceso para la distribución del espacio IPv4  
restante desde la IANA a los RIRs.

Cuando una cantidad mínima de espacio disponiible es alcanzada,  
bloques idénticos de direcciones IPv4 serán asignados a cada RIR,  
reemplazando la actual política de asignaciones a demanda.

Para poder asegurar una futura distribución equitativa del espacio de  
direcciones IPv4 entre las diferentes regiones, cinco (5) bloques /8  
(unidades de asignación) serán reservados para cada RIR por parte de  
la IANA en el momento de la aprovación de esta política.

El proceso para la asignación del espacio IPv4 restante se divide en  
dos fases:

1. Política Actual.

Durante esta fase la IANA continuará asignando direcciones IPv4 a los  
RIR utilizando la actual política a demanda.

Esta fase continuará hasta que un pedido de direcciones IPv4 desde  
cualquier RIR a la IANA compromete el espacio disponible en la  
siguiente forma:

X =  Unidades de asignación IPv4 (bloques /8) disponibles antes del  
último pedido.

A =  Unidades de asignación necesarios para satisfaces el último  
pedido recibido desde un RIR.

R = Número de RIRs reconocidos por ICANN.

R * 5 < = (X - A) -------------> Valor Límite.

En ese momento se activará la Fase 2 de esta política.

2. Distribución del espacio IPv4 restante:

IANA distribuirá el espacio IPv4 reservado a los diferentes RIRs (5  
Unidades de asignación a cada uno) y responderá a el último pedido de  
forma que no se comprometa ninguna de las unidades de asignación  
reservada a los registros regionales.

ASIGNACION PARA CADA RIR = UNIDADES DE ASIGNACION RESERVADAS.

ESPACIO RESTANTE = ESPACIO IPv4 DISPONIBLE ANTES DEL ULTIMO PEDIDO -  
(ASIGNACION PARA CADA RIR * NUMERO DE RIRs RECONOCIDOS POR IANA) = X  
- R*5.

ASIGNACION RIR ORIGINADOR PEDIDO = ASIGNACION PARA CADA RIR + ESPACIO  
RESTANTE.


2.2. Asignación del espacio restante:

Una vez completado el análisis del último pedido, la IANA  debe:

* Comunicar inmediatamente al NRO sobre el comienzo de la segunda  
fase de esta política; y
* Proceder a asignar al RIR que originó el último pedido los bloques  
ASIGNACION RIR ORIGINADOR PEDIDO y a cada uno de los restantes  
registros regionales reconocidos por ICANN los bloques ASIGNACION  
PARA CADA RIR.

Global Policy for the distribution of the remaining IPv4 address  
space in the Regional Internet Registry system (Proposal)

Policy Statement:

This  policy  describes  the  process  for  the  distribution  of  the
remaining IPv4 space from IANA to the RIRs.

When a  minimum amount of  available space is reached,  identical IPv4
addresses blocks will  be assigned to each RIR,  replacing the current
on-demand policy.

In  order to assure  a future equal  distribution of  the IPv4   
address space
across  regions, five  (5) block  units of  assignments (/8s)  will be
reserved for each RIR by IANA at the time of the approval of this  
policy.

The process for the distribution of the remaining IPv4 space is  
divided in two consecutives phases:

1. Current Policy:

During this  phase IANA  will continue to  allocate IPv4 space  to the
regional Internet registries using the current on-demand policy.

This phase will continue until a  request of IPv4 address space from any
RIR to IANA compromises the pool in a way that:

X = IPv4 block units available before the last request.

A = block units needed to fulfill the last request from a RIR.

R = Number of RIRs recognized by ICANN.

R * 5 < = (X - A) -------------> Threshold value

In which case the next phase will be activated.

2. Distribution of the remaining IPv4 Address space:

IANA will  automatically assigned the reserved IPv4  block units (/8s)
to the different regional registries  (5 each) and respond to the last
request up to  a limit that prevents a compromise of  any of the block
units reserved for the regional registries.

2.1. Calculations for the final assignments

The remaining  space will be  distributed, by assigning each  RIR five
block units (/8s) and the remaining  space will be assigned to the RIR
that submitted the last request.

REMAINING SPACE = AVAILABLE IPv4 SPACE BEFORE REQUEST - (ASSIGNMENT
FOR EACH RIR * RIRs RECOGNIZED BY ICANN)

ASSIGMENT FOR REQUESTING RIR = ASSIGNMENT FOR EACH RIR + REMAINING SPACE


2.2. Assignment of the remaining space

On completion of the evaluation of the final request, IANA must:

* Immediately notify the NRO about  the activation of the second  
phase of this policy; and
* Proceed to  assign to the RIR that submitted the last request the  
ASSIGNMENT FOR  REQUESTING RIR; and for each one of the rest of the  
regional registries the ASSIGNMENT FOR EACH RIR.
