[LACNIC/Politicas] Discusion del numero de moderadores, comunidades linguisticas, etc

La unica politica oficial seria en Ingles, el resto, en cuantas lenguas
podamos/queramos traducirlas, serian todas del mismo valor, como "consulta
rapida".
