Los elementos de esta propuesta ya habían sido discutidos en Buenos Aires y parecía que había una mayoría significativa que pudiera ser considerada consenso. En este caso la propuesta no fue impulsada por el staff de LACNIC sino que recibimos de la comunidad la preocupación de que había aspectos de la elección al AC del ASO que deberían ser reglamentados porque actualmente no estaban claros. 

Presentamos la propuesta pensando que la misma recogía los aspectos que habían sido discutidos. 

En vista que la situación no es así, estoy de acuerdo en que la propuesta no sea aprobada por el proceso expeditivo. Solicito por lo tanto a los Chairs que desestimen mi solicitud de discusión por el proceso expeditivo.

Espero que la discusión continúe asi se siguen aportando elementos para que podamos incluir modificaciones en la propuesta y presentarla por el proceso normal.

The different component of this proposal have been already discussed in 2011 in the meeting held in Buenos Aires. In that opportunity the perception was that there was a broad majority (almost consensus) in these concepts. The role of the staff in this case was not to push for the policy proposal but to collect all the points and put them together in a proposal. The claim of many people was that there were some aspects of the AC members election that should be ruled better. 

I submitted this proposal thinking that it collected all the discussed points. However, I realize now that there is not consensus in the proposal and so, I agree that it should not be discussed through the expedited process. I request to the Chairs so to not consider my request to discuss the proposal through the expedited process. 

I hope that the discussion continue so we can introduce changes in the proposal and submit it through the normal process.
