No, I don't want it to be incorrect but I'm against transfers just
because I'm in favor of using resources from RIRs globally. All big
guys do it and they are not complaining. What are we concerned about?
Is it a legal issue? Is it about whois fields becoming misleading? I
don't think so since we have lived with whois inconsistencies our
entire lives and managed to get through it.
Are there new businesses being hindered because they demand large
amounts of IPv4 space? If so, they should fail in the first place. If
you need small IPv4 blocks for transitional purposes you can get them
from LACNIC.
Also, I don't think the text in the Rationale section of the proposal
reflects the reality of our region. Can we list a few IPv4 prefixes
that are being used the LAC region that came from the "black market"?
I know very well the market in Brazil. It's the country with the
largest -- by far -- GDP in Latin America and I don't hear anyone
asking for IPv4 prefixes in the black market. But I do see some people
interested in selling to the black market.
Finally, countries that are still under development are sadly prone to
problems like corruption, larceny and bribery so I think that a
transfer policy will only encourage the transfer of illegally obtained
resources from our pool, no matter how hard the guys from LACNIC and
other regional NICs are working against it.
