*LACNIC XIII REPORT*
Hosted by the Bureau Telecommunications and Post and CAR-IX, the LACNIC
XIII event was held on 16-21 May 2010 in the city of Willemstad,
Curaçao. The meeting was attended by 251 participants from 35 different
countries, both from the LACNIC region as well as from other regions.
Participants included representatives from different sectors such as
governments, academia, ISPs, NAP and ccTLD operators, content providers,
international carriers, Regional Internet Registries, ICANN, and civil
society.
Simultaneous interpretation in three languages (Spanish, English and
Portuguese) was provided for all plenary sessions, which were also
broadcast via webcast. Remote participation was significant.
The following is a summary of the most important activities that took
place during the event.
- TUTORIALS – Starting on Sunday, 16 May, 7 tutorials were held. The

- SESSION FOR FIRST-TIME PARTICIPANTS -
More than 50 people who attended the LACNIC event for the first time
participated in this informational meeting, where a presentation was
made about LACNIC and its annual meetings. This session was also
attended by several members of the LACNIC Board of Directors.
- GENERAL SESSIONS -
In what was an innovation to the traditional structure of LACNIC events,
joint general sessions were held with the participation of LACTLD. These
sessions focused on relevant issues of common interest to both
organizations, such as Internet Governance, DNS Security, DNSSEC
deployment in ccTLDs. As usual, LACTLD also held its member assembly and
a policy workshop within the framework of LACNIC's annual event.
- REGIONAL INTERCONNECTION FORUM, NAPLA 2010 –
A report of what had been discussed on the Napla mailing list was
presented, followed by reports by representatives of many of the
region's NAPs. In addition, the results of the election conducted to
appoint a moderator for the list were announced: Milton Kaoru

- LACSEC - 5th Network Security Event for Latin America and the Caribbean
This event's agenda included two keynote speakers: Laura Kuiper (Cisco),
whose presentation dealt with how to handle security incidents, and
Carlos Morales (Arbor Networks) who analyzed possible threats and
defense mechanisms when a datacenter faces a distributed
denial-of-service attack.

- +RAICES –
Within the framework of this project, an agreement was signed between
LACNIC, ISC and the Haitian Association for the Development of
Information and Communication Technologies (AHTIC) which will allow
installing a copy of the F root server in Haiti.
- PUBLIC POLICY FORUM -
During the Public Policy Forum 5 proposals were presented, 3 of which
approved. These proposals will now enter the 45-day last call for
comments period:

Max Larson Henry, of Haiti, was elected co-chair of LACNIC's Public
Policy Forum and will now occupy the position vacated by Franciso Arias,
whose term expired at the closing of the forum.
As announced during the Forum, this year a second Public Policy forum
will be held during the LACNIC XIV event that will take place in October
in the city of Sao Paulo, Brazil, together with the first LACNOG event.
- RPKI –
During the Forum a report on the progress of LACNIC's activities
relating to the implementation of the Resource Certification (RPKI)
project was presented, as was LACNIC's CPS (Certification Practice
Statement) for RPKI, which consists of a description of the practices
followed by a Certification Authority (CA) in order to generate and

- FORUM MODERATOR PANEL –
The Forum's agenda included a panel made up by the chairs of all of
LACNIC's forums −Public Policy, LACSEC, FLIP-6, and Interconnection
Forums− who debated on how to increase the community's participation in
the forums and other LACNIC activities.
- LATIN AMERICAN IPv6 FORUM, FLIP 6 -
An annual report was presented on the activities of the Latin America
and Caribbean IPv6 Task Force, followed by several presentations on
activities conducted to promote the deployment of IPv6 within the region
and at world level. These presentations can be found at:

- LACNIC ANNUAL MEMBER ASSEMBLY –
During the assembly, the annual report, balance sheets and external
auditor's reports as at December 2009 were approved by unanimous vote.
New members of the Fiscal and Electoral Commissions were also elected.
The winning candidates for these positions were Cassio Vecchiatti and
José Enrique Díaz, respectively.
The proposed modification of service and membership fees for 3 member
categories was approved by a majority of votes.

- LAC GOVERNMENT MEETING –
The III Meeting of the Latin American and Caribbean Governments Working
Group was also held within the framework of LACNIC XIII. The meeting was
attended by 18 government officials representing 15 different countries
of the region, while 11 more officials from 5 other countries
participated remotely.
LACNIC presented an activities report relating to the AMPARO and RPKI
projects.
The exhaustion of IPv4 addresses and the importance of transitioning to
IPv6 were debated. In addition, discussions were held on issues relating
to the WHOIS service and the implications of some countries' privacy
laws. Several representatives of different law enforcement agencies of
the region joined in this discussion remotely.
It was agreed to continue to work on facilitating IPv6 adoption within
the region, coordinating promotion and training activities.
- CARIBBEAN PARTICIPANTS MEETING – Fifteen attendants from Caribbean
countries participated in the meeting summoned by LACNIC with the aim of
understanding their needs, their view on LACNIC meetings and of how to
improve the participation of the Caribbean community in the different
participation instances offered by LACNIC.
- SESSION FOR SPONSORED PARTICIPANTS –
Forty people from 21 different countries of the region received
financial support through LACNIC's sponsorship program so that they
could participate in LACNIC XIII. These participants were invited to a
session where they were informed about the activities LACNIC is
conducting to promote the community’s participation and what LACNIC
expects from them in return.
