[lacnog] DNS Track in LACNOG

Hi Mehmet.

I can give an update on PCH's setup, specifically the introduction of
DNSSEC signing. I don't have any slides ready yet. How many minutes are
we talking about? 5?

I will probably try to do it in Spanish, since many are not comfortable
with English. I will just have to swallow my pride :-)
