[lacnog] USA to Mexico Fiber Internet Exchange Equipment Recommendations

Unfortunately, Mexico is not a really strong market for an internet
exchange point due to the dominance of Telmex. Tijuana specifically is
probably too close to Los Angeles to have an internet exchange point of
itself which is successful. Due to the same reason, I believe San Diego
also does not have an internet exchange point.
