As redes dos ISPs formam de fato a Internet, se não são chave, ou 
críticas para seu funcionamento, então o que seria? Mas entendo que a 
seção 4.5.5 foi escrita com outro propósito, e se há dúvidas quanto a 
possibilidade de uma interpretação mais "liberal" acho que não faria mal 
algum aprovar a proposta 2008-5. Não consigo pensar em nenhum bom 
argumento contrário e há bons argumentos a favor.

Não sei, contudo, se vale a pena continuar a discutir isso, já que 
segundo mensagem do Nicolas, o Alejandro retirou a proposta e ela não 
será mais votada.

ISP's networks make the Internet. If they are not key, or critical, what 
kind of structure could be? But I understand that the item's original 
proposal (4.5.5) was other... And if there are doubts about a possible 
"liberal" interpretation, we could go for 2008-5. I can't imagine a good 
argument against it, and there are a lot in favor of it.

I don't know, on the other hand, if there is point in this discussion, 
since according Nicolas, Alejandro withdrew the proposal, and it won't 
be voted at the meeting...
