[LACNIC/Politicas] Defining routing abuse

Wrong, RIPE and LACNIC are not equivalent.

They are very similar but these communities started and evolved
differently. There are many things that are the same but saying that are
the same are just wrong.

In that respect, in LACNIC there is only one WG, the addressing policy.
Whatever we discuss here and accept to go to the manual is binding to
LACNIC operation.

Other work groups are not binding and support community activities (ipv6,
security, etc.)
