Estimados suscriptores de la lista de políticas,

Sobre las consultas realizadas al staff de LACNIC, con el fin de volver 
a aclarar estas dudas les compratimos la respuesta también en idioma 
inglés y portugués:

si bien entendemos que está fuera de objetivo de la lista discutir 
procesos internos, nos gustaría aclararque existen errores en los 
procesos descritos en la Lista de Políticas.

A modo de ejemplo, LACNIC conoce desde el inicio del proceso laidentidad 
de la empresa oferente.

Sobre la segunda consulta, el staff de LACNIC entiende que la 
política2.3.2.18 fue desarrollada con el espíritu de permitir que una

organización que tenga (o prevea tener) recursos ociosos 
puedatransferirlos a otra organización, posibilitando al mismo tiempo

registrar estas transacciones con LACNIC y mantener de esta forma 
lacalidad de la información contenida en el Registro.

Son numerosas las situaciones que pueden originar este tipo 
detransferencias y no es un requisito de la política explicitar el 
motivo por el cual se solicita la misma. Es por esto que durante el 
proceso nose profundiza en este tema ni se evalúa iniciar un proceso de 
revocación ante un intento de transferencia fallida porque el receptor 
no justificala necesidad de los recursos, sino que el análisis se 
concentra en lo que indica la política, que es la justificación de 
recursos, verificarla titularidad del recurso a transferir y que esté 
libre de disputas.

Dear Members of the Policy List,

In relation to the inquiries received by the LACNIC staff, in order to 
clarify these doubts once again, we are also sharing our reply in 
English and Portuguese:

while we understand that the discussion of internal processes is outside 
the scope of the list, we would like to clarify that there are errors in 
the processes described in the Policy List. For instance, LACNIC knows 
the identity of the offering organization

since the start of the process.

Regarding the second inquiry, the LACNIC staff understands that policy 
2.3.2.18 was developed in the spirit of allowing an organization that 
has (or is planning to have) idle resources to transfer such resources 
to another organization, while at the same time allowing such 
transactions to be registered with LACNIC and thus maintain the quality 
of the information contained in the Registry.

There are multiple situations that can originate this type of transfer, 
and it is not a requirement of the policy to explain the reason for 
which a transfer is requested. This is why, during the process, this 
topic is not addressed any further and LACNIC does not consider 
initiating a revocationprocess in the event of an unsuccessful transfer 
attempt because the recipient does not justify their need for the 
resources, Instead, the analysis focuses on what the policy specifies, 
which is the justification of resources, verifying the holder of the 
resources to be transferred, and that the resources are free from disputes.

Sobre as perguntas feitas à equipe de LACNIC, a fim de esclarecer essas 
dúvidas novamente, compartilhamos também com vocês a resposta em inglês 
e português:

São várias as situações que podem originar esse tipo de transferências e 
não é um requisito da política explicitar o motivo pelo qual é 
solicitada. É por isso que durante o processo essa questão não é 
aprofundada nem avaliado iniciar um processo de revogação perante uma 
tentativa de transferência falida porque o receptor não justifica a 
necessidade dos recursos, mas a análise se concentra no indicado na 
política, que é a justificação de recursos, verificar a titularidade do 
recurso a ser transferido e que esteja livre de disputas.
