[LACNIC/Politicas] Nueva versión de la propuesta LAC-2020-1

Hola a todos

Algunas aclaraciones con respecto a esta nueva versión basadas en los 
comentarios de la discusión anterior, así como en el análisis de impacto 
realizado por el staff:

- Deja aún más claro que la política solo es válida para las 
organizaciones receptoras de transferencias en la región de LACNIC.
- Agrega el término "assignment" junto con "allocation" que faltaba.
- Además de considerar organizaciones que ya tienen el espacio de 
direcciones de LACNIC, también considera aquellas que eventualmente 
reciben asignaciones de su proveedor y que ya tienen IPv6 operativo, lo 
que permite probar y llevar a cabo la transferencia, convirtiéndose en 
miembros.
- Agrega otra excepción que dice que cuando LACNIC ya no pueda entregar 
asignaciones IPv4 debido al agotamiento de la reserva para nuevos 
participantes (punto 11.1 del manual de políticas), el solicitante podrá 
transferir hasta un máximo de a /22 sin la necesidad de demostrar que 
IPv6 está operativo, eliminando así esta barrera y manteniéndola en 
igualdad de condiciones para estos casos.

Me gustaría pedirles a todos aquellos que se han opuesto anteriormente 
que vuelven a leer la propuesta y evalúan que esta es solo oportunidad 
mas para traer un poco más de igualdad a este ecosistema y que no tiene 
la intención de resolver definitivamente el problema de adopción de 
IPv6, pero solo sumando esfuerzos para equilibrar mejor un problema 
creciente que inevitablemente tendremos que enfrentar de una forma u 
otra que es el agotamiento de IPv4.
De esta manera, le propongo que lo ayude a hacerlo con un poco más de 
anticipación, de lo contrario, la mayoría de estos problemas y 
conflictos terminarán aquí, en estos mismos foros.

Tenemos un problema real que es la desigualdad que se ha creado desde el 
momento en que alguien comienza a recibir recursos IPv4 no solo porque 
los justifiquen sino porque pueden pagar más. Esto con el tiempo impacta 
negativamente en todo el ecosistema de Internet en la región y en el 
mundo, incluso para aquellos que han hecho su parte para implementar 
IPv6 y asegúrese de que Internet continúe funcionando según lo esperado.

La decisión de no implementar IPv6 en una red perjudica a esa 
organización más que a las demás, pero cuando se trata de 
transferencias, el impacto negativo es en todos los demás y, por lo 
tanto, es bastante razonable solicitar *al menos* demostrar que IPv6 
está operativo para permitir continuar transfiriendo más IPv4.
